The Housing Authority of the City of East Orange owns and operates a total of 244 public housing units. Concord Towers a low-income elderly building with 64 units was built in 1963 and Vista Village a low-income elderly building with 18 units was built in 197 and an administrative office was located at 16 Halsted Street. The Housing Authority was established in 1957 by the City Council of the City of East Orange.
The East Orange Housing Authority welcomes and appreciates all owners who participate in the Section 8 Rental Assistance Program (Section 8 Program). The goal of this agency is to ensure that the participants are provided with safe, decent and hygienic accommodation and with the cooperation of our owners/managers, this is a goal that will eventually be accomplished and successful.
The section 8 department is made up of housing authority, landlords and clients. One could not survive without the other. We must all work together to maintain understanding and partnership.
The Section 8 program was formed in 1974 and has evolved into the Housing Choice Voucher Program. Today it is a rent assistance program where the tenant has to pay at least 30% and no more than 40% of their income for rental payments.
Customers are selected from a waiting list and then screened for eligibility. Eligibility criteria are determined by their income and a criminal background check. If they pass the eligibility criteria, they are issued a housing choice voucher based on their household structure, given a detailed briefing and given a request for tenancy approval.
The benefits of the program are guaranteed monthly rental payments and annual inspections. If a customer’s income decreases.

3) U.S. citizenship or eligible immigration status
